There is an upper class of aristocrats where both Clystia Lou-Who (Originally Bilume-Who) and Jedediah Lou-Who originated, and it is regular for upper-class Whos to get elected. There is one election every 100 years, and for the following century, the Mayor’s family rules Who. There used to be larger terms like Duke and Prince, however, with the creation of Whatville, district terms are now used. Jedediah Lou Who (Mr. Mayor) was just elected at the start of Seussical, however his marriage to Mrs. Mayor was somewhat arranged, because the Bilume-Who family had ruled for the previous century, and the Lou-Who family had close terms with them from day one. The schism with Whatville happened after one family a few hundred years back tried to establish term limits and a five-party system, which caused much conflict among Whos. Whats also tried to reinvent Who culture, which definitely ruffled some feathers. Who has followed a Whoist (which is a mix of democracy, monarchy, socialism, bureaucracy, and a tad of fascism, but not really.) government for centuries upon centuries. A mayor holds to his position until his retirement or death.
Relations:
Cindy Lou Who was the original heir as the eldest daughter, with Willy Lou-Who as the partial relation to inherit, but after Jojo’s heroism in the Butter War and his role in saving the planet, he has become the heir. Mr and Mrs Mayor have two biological children, with Cindy being three years older than her brother Jojo. Yosef “Yoyo” Lou-Who is the adopted son of the Mayors. Willy is related through Jedidiah Lou-Who’s deceased brother, Ambrose Lou-Who. Jedidiah Lou-Who’s cousin, Marhh Augustine-Who, is Ash Augustine-Who’s (Ashley) father, making him the second cousin of Jojo and Cindy. March Augustine-Who’s wife, Aliya Augustine-Who actually became a Whatville citizen illegally, thus why Ash has been drafted to fight in the Butter War against his mother’s side. Rose Marri-Who (Sorina) is the daughter of Gloria Marri-Who (nee. Bilume), the sister of hlystia Lou-Who. The Grinch (properly named Gregandor Friar-Who) was the child of two Whatville rebels, however he was raised by Whoville parents, thus making him a Who. At the time of Seussical, Clystia Lou-Who is 36, Jedidiah Lou-Who is 34, Cindy Lou-Who is 14, Joseph “Jojo” Lou-Who is 11, William “Willy” Lou-Who is 11, and Ash Augustine-Who is 12. There is also the Lou-Who who is adopted and renamed as Lily Lou-Who. Who is known as Lillian. She was born as a Jungle Citizen-who are our rivals. Then Mr. & Mrs. Mayor decided to adopt her- mainly after Jojo saved Whoville with his “YOPP” and her kind could now hear the Who’s. Now she has also decided to join the Circus McGurkus. The Lou-Who family was elected the same year of Seussical’s timeline, and three years prior, Cindy gained much respect in her dealing with the Grinch and standing up to her grandfather’s (Claude Bilume-Who) cruel treatment of him. Dolly O’Dooley-Who is from the middle classed O’Dooley-Who family, and is the younger sister of Miss O’Dooley (Jojo’s teacher). Dolly frequently babysat young Jojo (and was actually responsible for Jojo’s first Thinks, unbeknownst to the Lou-Who’s) and appears in Jojo’s Thinks. Cornelius Jebba-Who is the middle-class scientist citizen who has successfully created military technology and shapeshifting variants on Who, and is acclaimed by the Mayors themselves. Amaryllis (preferred nickname: Amara) Eiffel-Who is the Who gardener and is known for her skill with all types of flora. She is one of Jojo’s best friends and supports his Thinks, but doesn’t show their close relationship until told Jojo was dead. When Jojo returns, she is comforting Cindy in the house which is why neither of them are present for the ending of Havin’ a Hunch, but they along with all the other Whos have a large reunion with Jojo.
Religion:
The Who’s have knowledge and worship of Deus (God in Latin), and basically celebrate every major Christian event under different names- (for instance, Jesus is Joshua Rex-Who (like Aslan is a reference to Jesus in Narnia), or just called the Salvator (savior in Latin). It is believed that Horton was chosen to save Who from physical destruction. Lou-Who Family Semantics: Towards the beginning of the creation of Whoville, the Lou-Who family was lower-classed, however, after gaining much respect through marriage and investment dealings, the Lou-Whos rose to aristocracy. Elmer Lou-Who and Cadence Lou-Who had three sons at about the end of the Bilume-Who rule: Jedidiah, Ambrose, and Khan. With Jedidiah being the eldest, both Elmer and Cadence decided to invest in government/law classes for him so that he would have an opportunity in the upcoming election which would take place around his 34th birthday. Both Ambrose and Khan were placed in military school, and neither one developed a relationship with their older brother. When all three became adults, the Butter War became more severe as Claude Bilume-Who’s rule began to decline. Ambrose was the earliest to marry (as soon as he turned 18), followed by Jedidiah’s marriage to Clystia. Unfortunately, Ambrose Lou-Who tragically passed away on the battlefield. This occurred when his son, Wilson “Willy” Lou-Who, was ten years old in the same year of the Grinch's renewal (making it three years prior to Jedidiah’s election.) Although it did cause grief for Jedidiah, it greatly affected Khan. He switched ranks to General above the junior regiment of Who soldiers to avoid the familiars from when his brother was alive. His full title became General Genghis Khan Schmitz Lou-Who under Jedidiah’s rule. He personally took Willy Lou-Who under his wing as his personal apprentice due to his resemblance to his father. Jedidiah grew extremely disconnected from Khan during this time until Jojo’s time with the military. He nearly cut off all connections with his brother when Jojo “died”, and called him responsible for the deaths of both Ambrose and his son. When Jojo returned, their relationship improved. Bilume-Who Family Semantics: The Bilume-Who family took power with the election of Christopher Bilume-Who one century ago. The Bilume-Who’s were known for their upright nature that kept Who clean and full of life. The last mayor from the family line (from a total of four mayors) was Claude Bilume-Who, a rather prejudiced mayor that held a very harsh position against Whatville rebels. He married Felicity Athen-Who, a rather polite, soft-spoken girl, and had four children: Gloria, Clystia, Eilynn, and Gerard. All four, though highly disciplined, did not inherit their father’s harsh nature (credited to their mother). Clystia’s marriage to Jedidiah occurred 14 years before his election.
